He is author of a Global Securities Operations (GSO) manual for the Chartered Institute of Securities and Investment (CISI), which was used as the course handbook for its GSO module from 2005 to 2016. He was also a member of the CISI examinations committee for this subject area. For much of the 1990s, Bob was lecturer and researcher in the UK university sector, specialising in international political economy and development strategy for emerging markets. He has a PhD in International Political Economy and has been studying part-time for an MSc in Computer Science.

Richard has been involved with repo for over 20 years and is a well-known figure in the market. During that time, he has been an adviser to the ICMA’s European Repo and Collateral Council (ERCC), among other things, conducting its authoritative semi-annual survey of the European repo market since 2001 and authoring its Guide to Best Practice in the European Repo Market, which is the most comprehensive code of conduct in the financial markets.

His Repo FAQs page on the ICMA website is its most actively consulted published resource on repo. More recently, Richard has supported the ERCC’s SFTR Task Force and authors its authoritative Recommendations for Reporting Repos under SFTR and other guidance. Richard is ICMA’s Director of Education on repo and has trained many of those currently working in the European repo market (including staff at the ECB and FRBNY). He has also been retained by the IMF, World Bank, Asian Development Bank and market development foundation, Frontclear, to advise on the creation of new repo markets in Central and Eastern Europe, Africa, Asia and South America.

Richard is a commentator on all things repo, recently posting articles on the interpretation of SFTR public data, the impact of SFTR on reporting firms, green repo, the taxonomy of repo trading technology, CCP clearing of repo, the legal character of repo and the difference between repos, securities lending and derivatives.

Since becoming independent, Richard has worked for a number of the industry’s leading companies including Aviva Investors, Barclays Bank, HSBC, eSecLending and Clearstream. Richard set up Consolo in 2015 to establish a company of dedicated industry professionals to service this corner of finance. He specialises in business start-ups and transformation, project management and delivery change management. He is considered a product specialist and an operational risk expert.

Consolo is a consultancy that provides specialised business process and change management services within securities finance. During his time at the International Securities Lending Association (ISLA) in 2020, he led a team implementing industry best-practice for the Securities Financing Transactions Regulation (SFTR) financial legislation, collaborated with several of the tier-1 banks and service providers to make sense of the regulatory technical standards (RTS), and acted as a conduit to regulators such as the European Securities and Markets Authority (ESMA). Since leaving ISLA, Richard has onboarded this regulatory best practice in no less than five industry practitioners across all service providers.

Now working with industry leaders EquiLend, he continues this work with the award winning EquiLend Spire trading and operations platform.
